YES they still work...
The PR of the article directory isn't as important as the PR of the websites that post your content.
It's the PR of those individual websites that are going to give your site the most juice.
As far as spinning the content and posting it to the directories I would submit the unique article to Ezine and wait for the article to go live since they have such particular rules...then I use "The Best Spinner" and crank out about 100 articles to 80% uniqueness and submit one article to each directory. This would eliminate the duplicate factor and increase the quantity of articles that stick.
